The program is specifically designed for individuals who meet certain criteria. This includes Pennsylvanians who are 65 years of age or older, widows and widowers who are at least 50 years old, and people with disabilities who are 18 years of age or older.
If the claimant met all other eligibility criteria and lived in Pennsylvania for at least one day during the year for which the refund is claimed, their spouse, personal representative, or heirs may also apply on their behalf.In order to qualify for the program, applicants must not only belong to one of the aforementioned groups but also have an income that falls within the established limits set by the program.
- Maximum $35,000 per year for homeowners
- Maximum $15,000 per year for renters
Please note that half of the Social Security income is exempted from consideration.
To request a reimbursement for the previous year, you will need to complete an application, which can be downloaded from the program’s web portal. This application pertains to taxes and/or rent payments made in the year prior, specifically for the year 2022.
Previously, the deadline for submitting reimbursement applications was June 30th, but it has been extended until December 31st, 2023. Once your application is approved, you will receive an automated call notifying you of your eligibility. Refunds have already started being distributed as of July 1st. Refund amounts
Standard rebates are $650, but supplemental rebates for qualified homeowners can increase rebates to $975. These income limits apply to owners
- $0 to $8,000: $650
- $8,001 to $15,000: $500
- $15,001 to $18,000: $300
- $18,001 to $35,000: $250

The following measures have been proposed by Governor Josh Shapiro to expand the program:
- Increase maximum reimbursement for seniors over $650 to $1,000
- Increase the income cap for renters and homeowners to $45,000 a year
- Relate cap to cost of living increases
In the event that the proposal is approved, nearly 175,000 Pennsylvanians will qualify for the program, while nearly 400,000 people who already qualify will see their reimbursements nearly doubled.
